Michigan Governor Signs Law to Amend City Income Tax Act, Modify Tax Collection Procedures

The Michigan Governor Nov. 7 signed a law amending the City Income Tax Act to permit cities with income taxes to make agreements with the Department of Treasury for tax administration, enforcement, and collection, for individual income and corporate income tax purposes. The law includes measures: 1) authorizing employers that don’t do business in or maintain an establishment in a city that has entered into a collection agreement with the treasury to voluntarily register to withhold taxes on compensation of employees that are residents of that city; 2) imposing a penalty for frivolous tax protests; 3) establishing the city income .
